ACtually this is the case:

- Once you set a property to "" within a target, the conditional statement 
cannot does not set the property.  See below please.

	<property name="GREG.JAVAC.EXCLUDED" value=""/>

		<condition property="GREG.JAVAC.EXCLUDED" 
value="${FULLY.QUALIFIED.PACKAGE}/debug/TESTPACKAGE/*">
			<equals trim="true" arg1="1.3" 
arg2="${ant.java.version}"/>
		</condition>
