javac doesnt use JAR files for dependencies

the classes that need a rebuild."

<depend> does a bit of a better job, but JAR file dependencies are not processed
by that either, which is something that could be added if someone (you?) chose
to add it.

If you use jikes the compile is so fast you may as well clean build a few times
a day...
