Sorry about not knowing the whole story :)
But could that be possible/usefule?

       <local prefix="tmp"/>
       <sequential>
           <property name="tmp.test" value="hello"/>

       </sequential> 
   </macrodef>   
   <test/>
   <echo>${tmp.test}</echo>

[test] hello           <-- from macrodef
[echo] ${tmp.test}     <-- outside macrodef, prop is unset
