Your first example jat contains two duplicate files,
arlut/csd/JDataComponent/calendar_dn.gif and arlut/csd/JCalendar/up.gif.

Could they be the reason?

There are two fileset in your task pointing to the same directories:
<fileset dir="${graphics.dir}" includes="arlut/csd/JCalendar/*"/>

If you remove one of them, does that make your browsers happy?
