It is not a regression, it is a bug fix.
The bug was introduced in ant 1.6.0 and fixed in ant 1.6.2.
If you check with ant 1.5.4 you will get the same error as ant 1.6.2.

In ant 1.6.* one can use the <import> task to allow target
overriding.

imported.xml
<project>
    <target name="jar" >
        <echo>included jar target</echo>
    </target>
</project>

build.xml
<project name="ICAN Suite" default="jar" basedir=".">
  <import file="imported.xml"/>
  <target name="jar" >
    <echo>the overriding jar target</echo>
  </target>

</project>

Will output:
jar:
     [echo] the overriding jar target


Thanks for the report, it is very useful to get nice small
build scripts that show the issue in question, as then we
can run them against the various ant releases!.
