This not an Ant bug.  There error is generated by the JRE.  The JRE contains 
ZoneInfo files in lib/zi in the java.home directory.  "America/Chicago" is a 
ZoneInfo ID, which causes Java to look for time zone data in 
<java.home>/lib/zi/America/Chicago.  I suspect that your file is corrupt.  
Perhaps it was transferred as ASCII instead of BINARY.  The file starts 
with "javazi", so it may appear to be ASCII, but it is actually binary data.
