XMLCatalog fails to resolve entities when the project's base directory path contains spaces.

I got this error running the test cases.

I debugged the code and traced the problem back how XMLCatalog converts a file
URL into a file path.  It fails to decode %20 sequences into spaces so the file
exists test fails and filesystemLookup returns null.
