So, would something like:

<ifThen test="isset('XXX') && '${a}' = '${b}'">
  ....
</ifThen>

Not that I am proposing something concrete.
But this would require defining a proper expression evaluation language
for it.

This would be equivalent to the more verbose:

 <if>
   <and>
    <isset property="XXX"/>
    <equals arg1="${a}" arg2="${b}"/>
   </and>
   <then>
     ....
   </then>
 </if>

Or something simillar. But this is not something simple at all.
