Hi Matt,
this test fails for me under *cygwin* too, and I must admit that I did 
not dig into it more than  that.
This test passes in the gump build

Actually, it passes (see [1]) :
 [junit] Testsuite: 
org.apache.tools.ant.taskdefs.AntLikeTasksAtTopLevelTest
[junit] Tests run: 3, Failures: 0, Errors: 0, Time elapsed: 5.882 sec
