copy task with two filtersets produces "Infinite loop in tokens"

Summary: copy task with two filtersets produces "Infinite loop in
                    tokens"
           Product: Ant
           Version: 1.6.1
          Platform: Other
        OS/Version: Linux
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Core tasks
        AssignedTo: dev@ant.apache.org
        ReportedBy: apache-bugs@skex.com.au

Since upgrading from Ant 1.5.4 to 1.6.x, we are experiencing problems with the
copy task. We use a template to create property files for various deployment
regions, where the property values are instantiated from two different region
specific data files.
