In our build javadoc arguments became too long and javadoc started to  blue screen Windows
in ClearCase MVFS system. IBM will fix ClearCase eventually, but <javadoc> should not
generate such big command lines in the first place. All options should go into a temporary
option file for <javadoc>, not just a file list.
