The append attribute of java tasks has no effect. Output files will be
overwritten every time the java tasks is called, even if append is set
to true.

Looking at the sources in 
  src/main/org/apache/tools/ant/taskdefs/Java.java
I can not find any code that actually reads this setting. I believe it
must be passed on the the redirector, as in
   redirector.setAppend(append);
This is done in ExecTask.java, but not Java.java.
