Until it gets fixed, you could use a filterchain with replacestring instead:

  <target name="chain">
    <delete quiet="yes" file="filter.out"/>
    <copy file="filter.inp" tofile="filter.out">
      <filterchain>
        <replacestring from="@EMAIL_FROM@" to="admin-dev@something.com"/>
      </filterchain>
    </copy>
  </target>
