enhance CONCAT to allow property resolution within the body

Summary: enhance CONCAT to allow property resolution within the
                    body
           Product: Ant
           Version: 1.3
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Enhancement
          Priority: Other
         Component: Core tasks
        AssignedTo: dev@ant.apache.org
        ReportedBy: fwatriss@maine.rr.com

This would be especially useful when using CONCAT to write text files to disk.
There is currently no way to insert property values into the text -- eg.
<concat dir="something>I would like to insert the value ${property1} into the
message
</concat> and have ant substitute the real value for the ${property1} tag in
the resultant file.
