This seems to be working exactly as designed/documented.
This is documented in the
manual entry for ant
http://ant.apache.org/manual/CoreTasks/ant.html

The <property/> nested element in 2.xml is allowed to
override the "test.property" property unless the "test.property"
property is a user property.
