javadoc task fails for multiple source locations

The example you give does not actually specify
to javadoc which files or packages to process (hence the message)
The sourcepath element corresponds to the -sourcepath parameter to
javadoc ("Specifies the search paths for finding source files (.java) when
passing package names or -subpackages into the javadoc  command") and the
classpath specifies the -classpath parameter to javadoc ("Specifies the paths
where javadoc looks for  referenced  classes (.class  files)  -  these  are
the documented classes plus any classes referenced by those classes").

You need to specify the packagenames or the source files, easiest is
the packagenames attribute <javadoc packagenames="de.*,com.*"/>
