tar files not readable with NetBSD pax

Take a look at the <tar> task documentation and the commentary on how to handle
file paths of >100 characters. Essentially classic unix tar cannot handle such
files and attempts to untar them give an error. We cannot fix all those copies
of tar out there, merely encourage people to use the GNU tar. Marking as invalid
as it is not a defect in ant per-se, merely artifacts of tar format versions. 

Xerces-dev-team; consider the appropriate longfile option in your tar command,
and consider documenting a requirement on using GNU tar for untarring the source
file archives at the very least.
