j2sdk1.4.x ships with an old buggy version of Xalan (as you've seen v2.2.D11). 
Why they keep doing this, I have no idea.  However, since Xalan is part of the
JDk now, it is an endorsed library.  That means that simply adding your own
version of xalan.jar to the classpath whether that be in ANT_HOME/lib, the
system CLASSPATH variable, or anywhere else on the classpath will fail to
override the JDK's version.  The only way to do this is to add your version of
xalan.jar to JAVA_HOME/jre/lib/endorsed (create the endorsed directory if it
doesn't exist already).  After that, you will find that your preferred version
of Xalan will finally be utilized.

I think Ant needs an endorsed libraries mechanism like Tomcat uses with its
common/endorsed directory to make things a bit easier to work with without
having to deal with manipulating directories in the JDK.

I'm marking this bug as Invalid since it is not a bug in Ant, but an
implementation detail in j2sdk1.4.x.
