The webinc directive for the jspc task does not work

I have a target defined to precompile my jsps using the built-in <jspc> task.  
When I specify a file name for the webinc task, it does not work.  I get an 
error message that says the file cannot be found.  If I create an empty file as 
a placeholder, I don't get the error message, but no data is written to it.  

Here is a snippet of my build.xml.

        <jspc srcdir="${dir.docroot}"
            destdir="${dir.jspc.gensrc}"
            classpathref="compile.classpath"
            webinc="${jspc.webxml.fragment}"
            <include name="**/*.jsp"/>
        </jspc>

The jsps are compiled successfully but the web-xml-fragment.xml is not correct.
