Currently, the "includes" and "excludes" attributes for StarTeam Tasks function 
differently than other tasks in Ant. Inclusion/exclusion by folder is NOT 
supported.  This enhancement request is to ask that inclusion/exclusion by 
folder is become supported for StarTeam tasks, especially STCheckout.
