With CVS version you can write that directly under <project>, so that would 
echoed once:


<project default="doNothing">
    <echo>This is the Ant build file for ...</echo>

    <target name="doAll">
        <echo>working...</echo>
    </target>
  
    <target name="doNothing"/>
</project>


The first <echo> is processed whether you define a target or not.
