Close this bug, it's not Ant's fault.  Sorry about the last two verbose
comments.  Here's a much shorter demonstration of what's going wrong with Debain
unstable vs. Java:

$ bsh
BeanShell 1.2b6 - by Pat Niemeyer (pat@pat.net)
bsh % import java.io.File;
bsh % exec("touch touchme");
bsh % f = new File("touchme");
bsh % print(f.lastModified());
1061493193000
bsh % f.setLastModified(System.currentTimeMillis());
bsh % print(f.lastModified());
1000
bsh % exit();

Funny thing is it looks like Java's epoch is 1 second off from Linux's epoch.
