StreamPumper class is extraordinarily slow

The org.apache.tools.ant.taskdefs.StreamPumper class has a 5ms delay in between 
every 128 bytes copied from the input to the output stream!

This causes processing of large files using the exec task to take inordinately 
long. (For example, doing a unix sort on a large file)
