Nowhere, the OS does.

If you look at antRun for example, it does

| cd "$1"
| CMD="$2"
| shift
| shift
| 
| exec "$CMD" "$@"
`----

which means the OS changes the current working directory.  The
resolution of the executable name happens after that and is performed
by the OS.
