The following works for me:
<project name="manifest" default="manifest">
  <target name="manifest">
    <mkdir dir="classes"/>
    <javac srcdir="src" destdir="classes"/>
    <jar  destfile="hello.jar">
      <fileset dir="classes" includes="Hello.class"/>
    </jar>
    <delete quiet="yes" file="callhello.jar"/>
    <jar  destfile="callhello.jar">
      <manifest>
        <attribute name="Class-Path" value="hello.jar"/>
        <attribute name="Main-Class" value="CallHello"/>
      </manifest>
      <fileset dir="classes" includes="CallHello.class"/>
    </jar>
    <exec executable="java" dir="${basedir}">
      <arg value="-jar"/>
      <arg value="callhello.jar"/>
    </exec>
  </target>
</project>
