It's a fairly complicated build system, I can't send you a simple file, but
basically, it's this way:

I have a file called "template-targets.xml" which is included in several other
build files via the mechanism of &entity inclusion.  These "template targets"
perform their work on various named filesets and patternsets whose actual
content is often redefined in the different subordinate build files, each of
which includes template-targets.xml, and all of which are launched by a master
build script which controls the whole thing.

This scheme works decently, but the message noise as these overrides happen is a
minor aggravation.

Does this help you understand the circumstances?  If not, I can give more
explanation.
