Subject DO NOT REPLY [Bug 20839] - I get an error "Target `' does not exist in this project.". What's going on?

I get an error "Target `' does not exist in this project.". What's going on?

More to the point, you cannot use -Dsomething to mean -Dsomething=true as it
does in make. Instead you have to go -Drestart_ear=true
