Passing arguments through ant.bat doesn't work

I am going to observe that ant.bat causes an inordinate amount of grief. No
patches can be accepted on this bat file unless the submitter has tested them on

(a) A Win9x box with spaces in the paths to Ant and to the JDK
(b) A WinNT box with spaces in the paths to Ant and to the JDK
(c) Both of the above with ANT_HOME and JAVA_HOME undefined.
(d) Cygwin

What we have in Ant1.5.1 works on these configs, and I am loath to change it for
any reason.
