I can reproduce your problem with the build file reproduced above.
Now, if I change this line
    <property name="test.dir" value="p1/p2"/>
into
    <property name="test.dir" location="p1/p2"/>
it works properly.
It would be possible to fix your problem also in the case of properties defined 
with value, but I would prefer not.
I close the case temporarily as WONTFIX.
