In ant 1.5 you can put a taskdef outside of any target to have it run first; in
ant1.6 anything goes. This is an implicit init target. 

<project init="init" default="all" final="end">
   <taskdef name="foo" classname="my.custom.class"/>

   <target name="all">
      <echo message="Hello World"/>
   </target>

</project>
