FileSet's should simply ignore when the directory does not exist

           Summary: FileSet's should simply ignore when the directory does
                    not exist
           Product: Ant
           Version: unspecified
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Enhancement
          Priority: Other
         Component: Core
        AssignedTo: dev@ant.apache.org
        ReportedBy: jakarta@ehatchersolutions.com

It would be nice if Ant would not fail on these:

<fileset dir="someNonExistentDir"/>

The meaning really should be that there are no files in that fileset.

Any objections to this change being made in the 1.6 version? Any issues that would be caused
by this change?
