Summary: Antstructure defines fail as empty element

          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Core tasks
        AssignedTo: dev@ant.apache.org
        ReportedBy: js@ddre.dk

Using Antstructure on a given build file, creates a DTD where fail is defined as
an empty element. In both the relevant build file and in an example in the
manual the file element can have PCDATA as its children.
