binary distributions in .tar.* format are missing classes in optional.jar

The .tar.* binary distributions do not include JUnitTask in optional.jar.  The
zip distribution includes it.

This causes symptoms for me similar to your FAQ about the <junit> task not being
found.  I am not sure how many more classes are missing from your .tar.*
distribution files.  I am using 1.5.1
