Isn't it maybe a good idea to move ant-contrib as an ant.apache.org 
subproject?

I'm not sure who to address this to, so I figured here would be as good a
place as any.

Are non-Apache open source projects, e.g. ant-contrib on sourceforge,
allowed to be licensed using the ASL?

Doesn't it need to accept the code?
