Oops! This solution isn't usefull.

Main problem with different systems: In unix there are no problems with
$HOME/.cvspass, but in windows cvs.exe loses the .cvspass and
consequently is used current dir.

It would be easy for making with the help property, depending on system.
If not it is empty to use the given file.  Else by default.

By ex.: <cvs cvsRoot="${cvs-root}" passfile="${cvs-pass-file}"...


And as you have made is required two xml file.
