jspc fails to correctly build java from jsps that contain non english characters

Sorry, I submitted these one previously as a core task. I'm resubmitting it so 
it's classified correctly.

The jspc task fails to correctly build java from jsps that contain non english 
characters. i.e. Including but not limited to the spanish accented characters: 
, , , etc.

When you let Tomcat to automatically compile the jsps, it builds java files 
correctly; so I assume is the jspc task that is bugging.
