jspc fails to correctly build java from jsps that contain non english characters

Summary: jspc fails to correctly build java from jsps that
                    contain non english characters
           Product: Ant
           Version: 1.5.1
          Platform: PC
        OS/Version: Windows NT/2K
            Status: NEW
          Severity: Major
          Priority: Other
         Component: Core tasks
        AssignedTo: dev@ant.apache.org
        ReportedBy: acardebe@banrep.gov.co

The jspc task fails to correctly build java from jsps that contain non english
characters. i.e. Including but not limited to the spanish accented characters:
, , , etc.

When you let Tomcat to automatically compile the jsps, it builds java files
correctly; so I assume is the jspc task that is bugging.
