As per http://nagoya.apache.org/bugzilla/show_bug.cgi?id=16841, one further mean
to ease this (provided the binaries are in relatively similar locations across
platforms) is also to "normalize", so instead of 
   <exec executable="C:\cgywin\bin\bash.exe">
you would use
   <property name="shCmd" location="C:\cgywin\bin\bash.exe"/>
or even more portable cross platforms:
   <property name="shCmd" location="/cgywin/bin/bash"/>
   <target name="ls" >
     <exec executable="${shCmd}">
       <arg line='-c "ls -lart *.??.html"'/>
     </exec>   
   </target>
