If you use the copy task on a group of files, and it fails out on one of them
because the file is locked open at the OS level by another application, it will
not copy the file.  But it will, however leave a properly named and dated file
in the copy destination, with a size of 0.  

It should not do this... it should not create the file at all if it couldn't be
copied.
