Without jvmargs, there is no way to pass proxy specifications to the
jvm that's running javadoc.

Without proxy specifications, there is no way to use the javadoc
link attribute to reference APIs on the web (for example, at java.sun.com)
when running behind a firewall.

This restriction has the ironic defect of making it impossible to 
link to http://java.sun.com from behind Sun's firewall.
