I can confirm this in Ant 1.5.1.

In JDK 1.4.1_01 second parameter of -linkoffline option for javadoc
may be URL, but Ant always threat this as file name.
Actually, in this JDK version this parameter *MUST* be an URL,
maybe because of bug in javadoc tool.

There is quick and dirty hack attached only for 1.4.1_01
(it should not go to main trunk).
