Can org.apache.fop.tools.anttasks.Fop be loaded via the system classloader?

Can the class that is doing
Thread.currentThread().getContextClassLoader().getResourceAsStream(RES_PATH + file)
be loaded from the system classloader?

If so, Ant will load that class from the system classloader (as it delegates) and
you run into the problem you describe.  See Bug 6606 and
<http://jakarta.apache.org/ant/faq.html#delegating-classloader>
