Tar archiveIsUpToDate broken when using tarfileset and not basedir

Task Tar.java
When using tarfileset's and not basedir, the check for up to date archive is not
working because archiveIsUpToDate(), even if called for each fileset, it's
always using baseDir, that is null, to reference source files.
This means that the source files will never be found, the resulting tar file
will never be outdated respect to them and never rebuilt, despite any update to
them.
The only way to have it rebuilt is to delete it.
