classpaths cannot be passed to Ant task

In Ant task, if inheritRefs is set to true, then classpaths should be passed to 
the called project. But it only works for two layers but doesn't works if more 
than three layers. For example, I have three files main.xml, make.xml and 
java.xml. main.xml will call a target of make.xml with ant task and make.xml 
also call a target of java.xml. Of course, inheritRefs is set to true. If I 
declare a classpath in main.xml and use it in java.xml, then I will get 
reference no found exception. If I move the classpath to make.xml, it works 
fine.
