javac doesnt do dependency check before evaluation

I have a ant script which calls javac 
The Javac output dir has NO class files in it
javac does not interrogate the output directory correctly for abscence of class
javac issues a message "class file is up to date"
Is there a force option to tell javac to compile no matter what?
