uptodate task always returns true, skips all files

The task

        <uptodate property="test.notRequired">
            <srcfiles dir="${basedir}" 
                      includes="src/**/*.java"/>
            <mapper type="glob" from="src/*.java" to="build/classes/*.class"/>
        </uptodate>

Always returns true both when the build directory doesn't exist and when the
.java files are newer than the .class files.

ant -v lists all the files with error:
 [uptodate] src\path\File.java skipped - don't know how to handle it

The platform is Windows 2000 with NTFS, in linux everything works fine.
