This is interesting, you are running java1.4 and the first attachment clearly
shows that you are setting both path and the sysproperty java.library.path. 

Note that java.library.path that only works (in windows) for one level of
inclusion: DLLs the JNI DLL load wont get found, which is a bug in the JVM (they
use the wrong version of ::LoadLibary. Is this what you are trying to do?
