CvsTagDiff throws NullPointerException if there's no difference between revisions

In case there are no differences in the revisions specified by the provided 
tags (or dates?), CvsTagDiff throws a java.lang.NullPointerException at 
org.apache.tools.ant.taskdefs.cvslib.CvsTagDiff.getHeaderLength(CvsTa
gDiff.java:428). As a test case, you can try using the same tag both as start 
and end.
