I like this. I know blind building is considered bad form, but axis's test model
(one sub project per test suite) works with this. 

One thing I'd like is if the task doesnt replicate the mistakes of <ant>
- target="" should run the default, not target ""
- have some way of listing multiple targets to call. 
- defaults to noinheritance of everything
