I just checked and my cvs executable creates a passfile with 0D0A and works 
just fine.

I think I have replaced the cvs shipped in cygwin by the one found downloaded 
from the website. I had some stranges lock issues with it while it does not 
happen with this version.

I upgraded to the latest version to check and it produces 0D0A as well
>cvs -v
Concurrent Versions System (CVS) 1.11.2 (client)

Tell me what results you have with the latest non cygwin version
